MSI Reproductive Choices Ghana (MSI Ghana) is one of Ghana’s leading sexual and reproductive health and rights (SRHR) organisations. We deliver high-quality, client-centred reproductive health and safe motherhood services, including family planning and contraception, pregnancy counselling, STI screening, fertility and infertility counselling, safe abortion and post-abortion care. Our work is delivered through three service channels: Centres (Pillar 2), Social Marketing (Pillar 3), and Public Sector Support (Pillar 1). MSI Ghana is an affiliate of the global MSI Reproductive Choices partnership. About the Role MSI Ghana is seeking a motivated, experienced and results-oriented Programme Officer (Public Sector Strengthening – PSS) to join our team in Kumasi. The Programme Officer (PSS) will support the implementation, coordination and monitoring of Public Sector Strengthening interventions designed to improve access to high-quality Family Planning (FP), Comprehensive Abortion Care (CAC), and other Sexual and Reproductive Health (SRH) services. Working closely with the Ghana Health Service (GHS), District Health Management Teams, health facilities, community leaders and other stakeholders, you will coordinate programme activities, strengthen facility-community linkages, support demand generation and Social and Behaviour Change Communication (SBCC), and contribute to improved access to and uptake of SRH services among underserved populations. You will provide practical programme and operational support across stakeholder engagement, community mobilisation, supportive supervision, quality improvement, data quality assurance, reporting and documentation. You will also contribute to sustainability by strengthening GHS ownership and supporting the integration of PSS interventions into routine health systems. Key Responsibilities 1. Partnership and Stakeholder Engagement Build and maintain effective working relationships with the Ghana Health Service, District Health Management Teams, District Assemblies and other relevant government stakeholders. Engage traditional and religious leaders, youth groups, community-based organisations and other community stakeholders to strengthen support for SRH services. Strengthen collaboration between health facilities and communities to improve referrals, community participation and continuity of care. Support community entry, stakeholder engagement and needs assessment activities to identify opportunities for increasing demand for FP and CAC services. Recruit, train and support community volunteers to strengthen community mobilisation, health education and client referrals. Represent MSI Ghana professionally at relevant stakeholder meetings, coordination platforms and community engagements. 2. Programme Implementation and Coordination Coordinate the implementation of PSS activities in line with approved work plans, programme objectives, donor requirements and GHS priorities. Work closely with programme and clinical teams to ensure activities are delivered on time and to the required quality standards. Support supportive supervision, mentorship, capacity building and competency strengthening for health workers and community volunteers. Monitor programme implementation, identify operational challenges and recommend timely corrective actions. Support the implementation of clinical governance and quality improvement initiatives within supported facilities. Contribute to the implementation and monitoring of the PSS transition and sustainability plan. Coordinate with relevant teams to strengthen commodity availability, logistics and service delivery. Support the integration of PSS activities into existing health systems and routine GHS structures. 3. Demand Generation and Social and Behaviour Change Communication Lead and coordinate evidence-based demand generation and SBCC activities across supported facilities and communities. Plan and coordinate community outreach activities, health education sessions, advocacy events and other demand-generation initiatives. Support adolescent- and youth-friendly interventions that improve access to appropriate SRH information and services. Work with facility teams to develop and implement quarterly demand-generation plans. Monitor demand-generation activities and use available data and feedback to improve their effectiveness. Promote male involvement and broader community participation in Family Planning and SRH services. Support the development and use of appropriate communication materials and community engagement approaches. 4. Monitoring, Data, Reporting and Documentation Support programme monitoring and ensure activities align with agreed indicators, targets and work plans. Conduct and support data quality assurance activities, including verification of relevant ORION and DHIMS2 data. Maintain accurate and up-to-date records of programme activities, stakeholder engagements, community mobilisation activities and referrals. Prepare timely programme reports, activity updates, presentations and other programme documentation. Contribute to quarterly, half-yearly and annual programme reporting. Document programme achievements, lessons learned, success stories and best practices. Use programme data and field insights to identify performance gaps and recommend practical improvements. 5. Safeguarding, Inclusion and Compliance Promote safeguarding principles across all programme activities and help ensure the safety and protection of clients, community members and vulnerable populations. Champion Gender Equality and Social Inclusion (GESI) throughout programme planning and implementation. Promote respectful, inclusive and non-discriminatory engagement with clients, communities and stakeholders. Ensure compliance with MSI Ghana policies, donor requirements, quality standards and the organisation’s Code of Conduct. Identify and escalate safeguarding, compliance or programme risks through the appropriate channels. What Success Looks Like Within the first six months, you will have: Built and strengthened productive relationships with GHS and key community stakeholders across supported districts. Coordinated high-quality PSS programme activities in line with agreed plans and priorities. Supported effective demand-generation and SBCC interventions that contribute to increased uptake of FP and CAC services. Strengthened facility-community linkages, referral mechanisms and community participation. Increased engagement of adolescents and young people in appropriate SRH programmes and services. Supported strong programme monitoring, data quality and timely reporting. Contributed to quality improvement and the effective implementation of PSS transition and sustainability activities. Supported increased GHS ownership and integration of PSS interventions into routine health systems. Qualifications and Experience Educational Requirements A Bachelor’s degree in Public Health, Social Sciences, Development Studies, Health Promotion, Community Development or a related discipline from a recognised institution. A postgraduate qualification in Public Health, Development Studies, Health Promotion, Project Management or a related field will be an advantage. Professional Experience At least four (4) years of post-graduation professional experience. A minimum of two (2) years’ relevant experience in public health, community mobilisation, programme implementation, project coordination or a related field. Demonstrated experience working with government health systems, particularly the Ghana Health Service, will be an advantage. Experience working on development partner or donor-funded programmes will be an advantage. Demonstrated experience in stakeholder engagement, community mobilisation and SBCC. Experience supporting health programmes at district or community level will be an advantage.
